Non-delivery of product

ON Nov. 25, 2017 I ordered 2 canvas bags and paid through Paypal $43.85. Nothing was delivered, company does not respond. Is there really no way to get Paypal to help? The details I have from Paypal who told me to write to Omega (I did, no reply) are:
