Item found to be counterfeit more than 180 days after purchase

Hello. I bought an item on eBay using PayPal last year. After some months' use it broke down. It had been advertised as having a 10 year manufacturer guarantee, so I contacted the supposed manufacturer. Based on the supposed serial number, they told me the item was counterfeit. This was after PayPal's 180 day deadline for raising a dispute, as well as eBay's. I tried contacting the seller but got no response. PayPal customer service are dodging the issue and keep sending me standard instructions for raising a dispute, including the 180 deadline. So it seems to me that PayPal is saying it's ok to sell counterfeit items through PayPal so long as they aren't discovered to be counterfeit within 180 days. In other words: PayPal endorses fraud. Am I wrong?
