Is this a scam using PayPal?

I received an email on January 25, 2018, from <removed>, informing me of, "...canceled the following money request:", from 2005.  I didn't have a PayPal account in 2005, and did not pay the vendor/merchant through PayPal.  Is this a scam using PayPal?

I've been doing a lot of research about our online transactions and as consumers we are very vulnerable to corrupt U.S. government employees who use their security knowledge and clearances to perpetrate insidious acts on unsuspecting people.  It's epidemic.  We see what Edward Snow den(one word, text wouldn't allow one word) uncovered.  I've had experiences where my online banking transactions were changing incorrectly in mid-transaction, even with me paying through PayPal.  I sure hope PayPal isn't condoning this evil behavior(s).

* Forward the entire email to:    spoof@paypal.com.
* Do not alter the subject line or forward the message as an attachment.
* Delete the suspicious email from your inbox.
* Never click on any links within the email or open any attachments.
