I'm expecting a package for an item I purchased on ebay. I have the tracking number and so far the package has been stuck in a post office about 30 minutes away from me for 24 hours. That post office is known to have a lot of issues and sometimes packages have been stolen. If I don't receive my package would I be able to get my money back?

Yes. If delivery is not made by the second estimated delivery date, you have 30 days from that date to file an Item Not Received case via My eBay page as indicated here:
http://pages.ebay.com/ebay-money-back-guarantee/
