I do not have a credit card to resolve account limitations

My account has a limitation due to "suspicious activities" on my account. This happened because the sender refunded my money back to me. In order to solve this, I will need to add a credit or debit card along with three other steps. But the problem is I don't have a credit card. I have three debit cards from three different banks but when I tried to add them, it says my banks do not "authorize the transaction", so I couldn't add the debit cards. I tried to contact Paypal but they never got back to me despite saying they will in 24 hours. I just want to withdraw the funds to my bank account.

You could call your bank to find out if there are restrictions on the debit card, I assume it is linked to yur checking account at the bank.

You could also call PayPal customer service to find out if there is another solution.

Or, you could obtain a new credit card.
