How to escalate a claim?

I filed a claim for an item I purchased that never arrived. It is still awaiting seller response and I want to escalate it. However, when I click "View" under the Action menu, I get the page below. How can I escalate my case?

You escalate a dispute TO a claim, once its a claim you can't escalate again.
Advice is voluntary.

Thanks, but I don't understand what the difference between the two is. How to I make sure PayPal has eyes on this? Right now it only seems like I'm using the PayPal platform to communicate with the seller. How can I be sure that PayPal is handling the situation. I've exhausted communicating with the seller.

It's all automatic with PayPal acting on a dispute and claim. PayPal robots will make the decision when the claim gets to 10 days.
