Hi, I need help.
Seller sent me a 400USD phone via USPS and had it insured, but no signature confirmation was needed.
The package says delivered and left with an individual, but it was not.
Do I have a claim? I'm hoping not to open one and see if the package shows up, but I want to know.
It was via Swappa, not Ebay.
Thank you.

PayPal only required tracking to show delivery.
You are responsible for security of your delivery point.
Check with your locall postal service and talk to the carrier who delivered the item to determine if it was given to a neighbor.
The delivery person is not required to hold the package for the addressee. In future ask seller to pay for signature required by addressee; that way it cannot be handed to another person.

if it is delivered to your zipcode, you better call your post office and ask where?
if you file item not received, you would lose.
last resort is to file with your cc issuer if you have used a credit card.
