Goods not received due to cites seizure

Just wondering if anyone can answer this for me please. If I were to buy an instrument that contains rosewood, which has just been listed as a cites product, and it is siezed by customs either in USA or by my own customs, then am I able to get a refund?

You really do need to do some basic research before you make purchases with PayPal fund.
Start here with purchase protection policies:

Note that "Items prohibited by the PayPal Acceptable Use Policy" are not eligible for purchase protection
Then go to the Acceptable used Policy for more information:

Note that items prohibited by regulations (that would be customs confiscation) are Not elegible for purchase protection.
So, you lose.
In future do more research before you buy.

If you purchase with a credit card you MIGHT have backup protection for item no received.
But, purchasing risky items will elevated risk of loss.
