Getting a refund from an eBay seller

Hi. I bought a iPad keyboard on eBay. It didn’t come with the back so you can’t hinge it on. The seller didn’t put a back in the picture and said you get what you see. I assumed it had the back. The ad also said "I will gladly refund your purchase if you are not fully satisfied ". Is the seller obligated to refund my money even though I assumed the back was included? Under these conditions can I file a resolution with PayPal?
