I submitted a claim for an order I received only one item of and it was damaged. I did not receive the other item I paid for. I tried 3 different times to reach the company who sold them. No response Now I got an email from PayPal that my claim is denied since the retailer said it came. PayPal stinks!

I assume you filed a dispute for non-receipt. Since tracking shows delivered, then your claim would be denied.
You claim should have been for not as described. If you won that dispute you would need to pay for return shipping.

So I resubmit a claim, pay to ship back defective merchandise and still don't have all of the items I paid for?
This sounds like a lose- lose. Will never order using paypal again

if it is Ebay,file item not as described and seller will pay return shipping.
