Fraud : I never bought Adobe software but charged 119.88$ but I can't get a dispute

So recently I got charged 118$ from Adobe software  but I never bought it,

I issued it to Paypal but they came back  this was fair which is IMPOSSIBLE to dispute..

I have no idea who bought the software and I'm very disspointed since Paypal can't protect anything.

It is totally difference feeling from other creadit card company.

Can you advise what should i Do?

I don't have any experience like this but try to contact Both Company. It should be more helpful.
