Error with sending a friends & family gift.

Hello,

I tried to send a friends & family gift payment and received this error from PayPal.

"This recipient accepts PayPal payments only through their website. To complete this payment, please go to their website and follow their instructions, or email the recipient for instructions."

I don't know what this means. Has anyone come across this before?

Are they a resident of the US as well?

Yes, they are US citizen. And I don't think they have a website.

That message normally pops up when the receiver either does not have a paypal account OR is in a country where paypal is not available.
