So seller (eBay) sends me less than the order...does not respond to repeated emails...I take it to Resolution Center...I can return the partial order for a refund of what I paid, BUT I PAY RETURN POSTAGE!!! So now I am hopelessly lost in PayPal's jungle of lingo and don't call us (maybe we'll get back to you)!! Suggestions????

Send it back trackable to prove delivery back to the seller and at your own expense and you get your refund of the original payment.
From paypals user agreement >>
Important: You may be required to return the item to the seller or other party specified by PayPal as part of the settlement of your claim. PayPal’s Purchase Protection program does not entitle you to reimbursement for the return shipping costs that you may incur.
