Does PayPal want to receive reports of fraudulent sites?

There is a site called MideaTech.com that states that it has PayPal Buyer Protection. But how can that be if you are not directed to PayPal directly to make the payment, but are sent an email indicating send payment elsewhere.
Portion of Email:
“Please send the payment to this email: (An email address that PP doesn’t allow me to list) by your PayPal account. The order will be processed after receiving your payment and will be delivery based on the information registered on our website
The payments content has written down as “order id number” for the convenience of processing your order.
Thank you for shopping with Media Tech.” I’ve never experienced this sort of transaction before, but think it is very curious.
Note the difference in spelling of Mideatech.com and Media Tech at the bottom of the message.
