How to open a dispute if "Payment To" is marked as "unclaimed" , but the transaction " Charge From Credit Card" is marked
as completed.The guy got the money.

Yes if unclaimed the payments will be released back to you at 30 days.

Unclaimed with or without a cancel option (he has not received the money either way yet).

I bought something on a sport equipment site,paid with Paypal and discover after that the site was a scam.
The transaction is completed in Paypal and the money is on my credit card statement with confirmation number.
I made a complaint to Paypal about this site and they cancelled or blocked his account,(This recipient is currently unable to receive money).
What can i do to open a dispute if the seller is unable to receive money but he had the time to get the money anyway.
Remember that they do not answer any email.

Ah ok so it is showing as completed on your paypal account ...yes?
In that case file for non receipt of item via the "resolve a problem link" lower left of your paypal summary page.
Put in what has happened and escalate to a claim.

There is 2 lines:
Payment to: UNCLAIMED
Charge from credit charge: COMPLETED
Like i wrote in my first message,the transaction is unclaimed,i can't open a dispute.
What does a seller have to do to accept a payment,is it done automatically or he has to click on some button.
Is it done when the payment is cleared.

OK i think i understand though you are a bit confusing.
Can i recheck.
1. The credit card states completed on your card statement?
2. The transaction in your paypal account states unclaimed with NO cancel option.
If i am right (at last) then if it is unclaimed for 30 days then the payment will be returned to you after that time.
HOWEVER if for whatever reason it changes to completed the you will need to file a dispute so keep an eye on it.

Yes your'e right but will i be reimburse even if the money is already gone,i have to pay $200 right now to my credit card.
