hi guys
just want to ask, the seller wants me to resolve the despute so they can use their paypal to pay for the expences.
question is can i reopen a despute when the seller didn't fulfill the agreement we have talk about?

You filed the dispute for a reason. Do what is right for youself, not to satisfy the seller. If the seller does a bad job managing business cash flow, push your dispute for non-receipt and find a different seller. Take care of yourself and your own finances.
