Chargebacks are opened from the buyer’s credit card co, not PayPal and may vary depending on the card used. In terms of the time allowed, it can be anywhere from 180 days up to a year or 2 if the buyer insists.

some are less than 180 days,once I have a Chinese buyer who never receive his goods ,I asked him name of his card and then look up his card,it was like 60 days only.
It is a Chinese bank issued card.
180 days is ridiculous,USPS does not maintain tracking that long.
