So I sold an item on ebay, and the buyer files a Chargeback.... I provided proof to PayPal that the item was delivered with a tracking number and still lost the case! Is there any way I can appeal this case? I don't see that option anywhere.

You need to contact customer services to appeal it.
BUT sending trackable is only one of the criteria of seller protection and you have to meet them ALL.
eg hope you are selling on a business and not personal account or sent the item within 7 days etc etc etc.
Go read up on seller protection and see where you missed out.
Bottom of paypal pages > legal agreements > user agreement > seller protection.
