Can’t open dispute for item not received

Hi I’m trying to open a dispute for an item I haven’t received however when I go through the resolution centre I’m only given the option to select ‘unaouthorised activity on my account’ and not a ‘there’s a problem with my item’ can someone tell me where I an going wron please?

Can someone help. I paid for an item on eBay that I didn’t receive. I can’t open a dispute on PayPal or eBay. The seller is refusing to refund me unless I open a dispute! I am so frustrated

It won’t give me the option to. I paid by PayPal. I contacted eBay and was told to try a dispute via PayPal or contact law enforcement!
