Can I re-Open a closed dispute for a new issue??

So i recentlly made an online purchase at Zara.com and accidentally chose the wrong ship-to address which was my preious work. I opened the dispute for the transaction bucasue the shipping address was wrong and i wanted to change to my current address. Zara still shipped the package to my wrong address anyway and the case was closed. I had to pick the package at my previous company. It was fine.  However after I tried the clothing I returned the order back to Zara and never got any refund for 30 days. I contacted with ZARA and they lied to me said it was already refunded but it not showed on Paypal account. I paid with Bank account balance. Is it possible to re-open the case for "returned but no refund"?

Once a dispute is closed it can’t be reopened.
