Buyers Protection Abuse - "not as described" to force refund

The biggest flaw of PayPal is there is no protection for buyers at all.
Especially against scammers and unethnical buyers.
The only protection PayPal has is the shipping tracking as proof of delivery, but nothing for protecting against scammers who made use of "item not as description".
I sold very expensive vintage items, and got returns in junks, or in opened, used, and abused conditions.
By default, PayPal will help the buyers.
I got scammed enough. I do not want to use PayPal to sell again.
Is there any effective way to have online transaction? Especially on eBay?

Yes, I sold a Harley Davidson Lamp and shipped from USA to Australia.
This person notified me the package had been opened at customers and was recieved broken. It is very clear that customs was responsible for the damage but filed a notas described on me in paypal. Never even tried to file a claim with E-bay. Anyway I didn't even knw the claim was filed until today so I immediately responded and then just a few minutes ago I get an e-mail that they have decided to refund the buyer.
This is fraud and I intend to do something about it. I can not believe Paypal is doing this. Buyer probably filing a claim with customs too and doubling thier money.
