Hi, Im not a business or anything, just wanted to sell an unwanted phone. A buyer told me he'd pay by paypal for his sons birthday (typical scammer thing). he claimed he can't chargeback because of new paypal policies but I don't believe anything. Is there a way that I can definitely win the dispute so I'd keep the money, or just not send the item?

If its an international transaction ie Nigeria then its a scam.
You need to read up on paypal seller protection so you can risk assess your transactions.
Also use your buyer blocks if you are selling on Ebay.
Advice is voluntary.
