Accidental refund to buyer on ebay. Buyer will not return item or funds

Hello all,

I recently sold an iPhone on eBay. I was thinking it was a 6S, but it was a 6. I shipped it immediately to the buyer, who filed a request for a refund. It was an honest mistake on my part. I don't have much experience selling on eBay, so I thought I had to refund the money to the buyer before the item would be shipped since it was my listing error.  I refunded $232 to the buyer, and now he has the phone and the money. He refuses to return the item...stating that Ebay told him he didn't have to. Ebay has even reached out to him on my behalf, and he is completely unresponsive at this point. Ebay said I could file a police report, but that seems a little over the top to me. I've emailed the buyer, but I don't know where to go from here. How do I get my item or my money? Please help!

You can't force someone to pay you unfortunately.
