Seller send request payment for shipping item to me. If I accept payment, after that they don't shipping item or they shipping isn't right item. Can I open the case against them?
It seems you already don't trust the seller. If you have doubts, don't pay. PayPal will not protect you from bad buyer judgement.
As the seller to send a detailed invoice which includes all appropriate details and images about the product and also shipping costs and details.
You pay the invoice and have buyer protection as described in PayPal User Agreement policies.
