To PayPal moderators or whoever else is in charge and can do something. I made two websites for a client for which I am doing maintenance and SEO too. Of course I have links and proofs for this. Client suddenly and out of nowhere requested refund for the payments he sent. His reason was “Item not received”. What in the world, what item? I am not selling goods nor I was ever a seller. You can easily check this. There is nothing I sell that has to be shipped. You put my PayPal balance in negative without ever consulting about particular matter with me. Tell me how this is serious and professional Furthermore, these disputes are under review for two days already? What is there to review? Again, I built two websites for a client, I sent you links, I am maintaining them regularly and doing SEO work. And I was paid for that. What else could possibly you need from me to remove that outstanding negative balance from my account? I am PayPal user for seven years and never had any complaint nor anything. To repeat, how can you allow yourself such freedom and power to put my balance in negative status without ever consulting with me? I also tried to call you, waited for agent, but no luck. How long will this situation be under review? How long will the claim specialist review this case? Just terrible. I am extremely unhappy with how you handle your long, loyal and fair members.

You accepted 2 Paypal payments under goods and services.

For seller protection,the best proof is an online viewable tracking from a commercial carrier,you do not have any since you are not selling physical goods which require shipping.

So buyer open a case of item not received,Paypal will review both parties submission and decide.

since this is IT work,a specialist who is familiar with your work will have t o look into it.

The payments are still in your account,it is just during review,you do not have access to it.

You should in the future consider the risk of accepting Paypal for service rendered,may be ask for non credit card payment,money order can be brought in supermarket for 67 cents,also some sellers would mail a hard copy of work performed with tracking,cost is USPS first class with tracking $2.61 if you print the shipping label online.
