Product not received

Have an issue with product not received but payment accepted but it occurred August 2014. Did not do a dispute then because the person sent me emails reiterating product will be sent just a matter of getting things repaired. I saved all the emails for proof that I've yet received the product or that he has shipped. I then even sent a money request which has been ignored for a month. What to do?

You can try and open a dispute on the transaction if it allows you to (go to the payment transaction page), if not and you funded your purchase at PayPal with a credit card, you can open a dispute with your card issuer.

 

As of November 2014, PayPal extended its buyer protection filing time to 180 days from date of payment, however, the new filing time does not apply retroactively to your August 2014 transaction.

That's a good idea with the credit card company, haven't even thought of that.
