Item stopped working & unable to contact seller

on 5th August I purchased a tablet via ebay, this item was received in the required time and product worked perfectly, just over 2 weeks ago the tablet stopped working, I have tried to contect the seller twice via ebay messaging, first on the 19th January then again on the 26thJjanuary and have not receievd a reply.
Ebay no longer recognises the products item code as it is no longer in their database and any atempt at finding how to start a resolution without the item number fails and you keep going around in circles on their web page.
An ebay forum posts states that a claim for a refund can be made via paypal if. Is this correct?

You have up to 6 months on paypal to open a dispute for item received but not as described.
HOWEVER after this long a time its unlikely they will find in your favour but you can always give it a try.
Advice is voluntary.
