The reason I provided links instead of an actual phone number is because PayPal is not available just in the U.S. Meaning, it becomes very costly when a PayPal customer from a different country has to call a U.S. phone number. The email part is different. All I know is that they provide different emails for different problems so that they can connect you to a representative that knows the most.
