I recently returned an item from a purchase I made using Paypal.  How do I apply for the refund of the return shipping fee?

Ask the merchant if they will refund you that cost.

Buyer pays return shipping unless seller agrees to refund.

If it is an Ebay transaction and you open a case of item not as described,then seller pays return shipping.

Not really worth it for the odd return is it??

to get refunded for up to $30 on 11 eligible purchases a year.

I haven't returned 11 items in 15 years.......lol

Probably because Sharpie wrote that 7 months ago and paypal changes its pages regularly.
