payment refused for insufficient funds

I have a credit limit of $6000 on my pay pal smart connect and also two bank accounts linked to smart connect and pay pal- also credit cards with a high limit and nothing on these cards.

 I sent $4000 to "friends and Family" and thought I'd use smart connect. The $4000 was returned for insufficient funds.  One account didn't have the $4000 but the other had three times that amount.

 If I have $6000 credit line on smart connect why couldn't I send the $4000? I use smart connect to send to Friends and Family from time to time without any problems. Phone support is 3 hours hold time which is very late for me. I'd like to to understand the point of failure.

is your $6k paypal credit for goods and services only?

Paypal credit is not always available,search this forum .

if not,then you will have to use your credit card and pay a fee.

Paypal credit is for goods and services,not cash advance and it is not always available,it has t o do with you,Paypal cashflow,what you are buying,etc.

try using your credit card and bank fund.
