trying to withdraw money from my pay/pal account at a bankk atm. it starts to process tramsaction then says cannot complete.
You would need a debit card.
Paypal business debit card which is a Master CARD.
It wasn't specified which card you had.
Perhaps the PayPal MC debit card isn't accepted at all ATM networds. Does it specify on the cards which networks can be used?
If not, then probably phone the number on the back of the card for help.
