Why did my paypal extras Master card application get suspended until I called

I called and pretty much just gave my social and my phone number once more to the guy on the phone and he approved my application said that I would get the card in 7 business days. I'm just wondering why I had to do the extra step of calling? Also does it really take 7 business days to receive the card? Or is it usually less? I'm SoCal if that matters

we are not Paypal,you should have asked when you are on the phone with them
