I'm trying to find out where I can raise a tech support query in regards to the various problems I have been having with my developer account and sandbox accounts.
I searched Google and found the following links:

But they either they do not work, or the page has been closed.
So where do I raise a tech support ticket (if there is such a thing on PayPal)?
