Where Can I call to replace my Paypal MasterCard?

Why do you need a new card?

Isn't there a phone number on the back of the card?

I need a new card mine is old ant I actually can't find it and have not used it in a few years thanks

If you can't find it, then it should be reported lost.  Check your account statement for a phone number.  When you report it lost, a replacement should automatically be issued.
