Paypal accounts, personal vs premier vs business monthly cost/transaction fees

Does anyone know for paypal accounts, personal vs premier vs business, what is the difference in monthly cost/transaction fees are?

Is there a chart that has this listed out to show the difference, if any, of the costs/fees associated with each account?

What additional information is necessary for the premier or business account over a personal account?

I am creating a website for someone and want them to understand all of this before I suggest using paypal on their site.

there are now just 2 types of acounts,business and premier/personal,both can accept credit card payments.

seller pays the fee when buyer sends payment under goods and services,it is 30 cents transaction plus a discount rate from 2.9 % for domestic and 3.9 for intl,foreign exchange conversion fee is 3% .

discount rate could be lower depends on volume of sales.
