This is a return to paypal credit from Samsung for an RMA that was already paid off in full. I want my money -$217.39 in my main paypal balance +$217.39 . How do i do this?

Go to your PayPal Credit account and look for an option.  If there is none,  phone PayPal customer service for help.

I do not mean to indicate that such an option exists, only that IF it were possible, then there would be an option.  If you see no option, then phone PayPal for help.
