Paypal Business Debit card

I tried to get 20 dollars off my paypal Business Dedit Mastercard at the atm,but it wouldn't let me.I chose withdraw then I chose checking. Why it wouldn't let me get the money off the card?

do you have any money  in yOUR PAYPAL account,it taps your paypal fund first ,then bank fund,

sometimes it wont tap your bank fund,just your Paypal balance.
