Paying paypal credit off by credit card?

Hi there I am trying to pay my balance due from pay pal credit. I am attempting to use a credit card so essentially a balance transfer. I have grown tired of having the option of paying ALL or minimum balance. I need to know why I can't use a balance transfer to avoid the massive interest I am being charged! I have enrolled in my banks auto pay with payments that help me to avoid the interest, but would like to put my balance on my 0% credit card. PayPal does not allow this? Why? I find it a very crooked predatory way to keep someone from actualy paying it off.

you cannot use your credit card to pay off another credit card.
and balance transfer is not available with Paypal line of credit.
