If I use my PayPal debit card as my payment for eBay fees and the card is cancelled/closed, will it take the money from backup sources on my PayPal account or will the charge just be declined since the card is closed?

Depends on what other funding sources you have - but, most likely one of those will be used if the card fails.

I just have my bank account as a backup in PayPal. But the PayPal debit Mastercard is closed. It seems logical the charge would just be declined and wouldn’t go to my PayPal balance or PayPal backup funding. For it to do that, wouldn’t I need to accept some kind of billing agreement for them to take money?

if the card is closed,then the Ebay charge would be declined.
you can go to My Ebay and use another form of payment to pay your current bill now.,you can use PAYPAL
