PayPal cash deposits at CVS / Rite-Aid

Just tried to do a $500 PayPal cash deposit to my account at CVS and it was kicked back / declined. I did a $500 deposit yesterday.

I have not reached the $4000 monthly cap and I did not try to make the deposit on the same day.

Any ideas or similar experience?

Is the $4,000 cap monthly I.E. resets on the 1st day of the next month or is it a rolling 30 days?

and is there a 24 hours lapse between first and second deposit?

$500 daily limit. $4,000 monthly. It's been 2 days and I haven't reached the 4k cap. This is BS.
