PayPal Working Capital Decline 708

I've paid off two loans. The third and forth time I have been declined for 708 error. I was told it was because I didn't have a bank account attached to my PayPal. Now, I have been a member of PayPal for 14 almost 15 years. I had bank account verification several times. I closed my accounts because I do not need a brick and mortar banking institution. I don't need checks or checking and I have other ways of saving money outside of a financial institution. I was told this is a new requirement that went into effect during my second loan. I really wish they would reconsider because I don't need a bank account for the type of business I have. It's unfortunate that one would be forced to go and open an account just to receive a loan through Working Capital. I can see if these were new customers to PayPal, but I've been a member for almost 15 years and have two loans paid already.
