PayPal Here sign up issue

Waiting over an hour for a operator to help was useless and they won't give me a answer via email so thought I would ask you guys. I have a business account and when I apply for PayPal Here it takes me to a page to sign up & under "Already have a PayPal account?" I enter my details. It takes me to a page that says upgrade account to business or premier although my account is already a business account. When I click upgrade now it just takes me to my summery page. Omg its soo annoying, does anyone have a solution? I really don't want to call again I'll be on wait for half the day I'm sure. You would think with all the money pay pal makes they could have some staff to answer phones.

thankyou but neither responses apply. The "nearly here" page does not apply to Australia, as paypal is here already. The second link goes to a webpage that does not exist.
