I need  a debit card for personal use.

To apply for a Paypal business credit card,go to paypal website.

how to add fund to Paypal business debit card,this card does not hold any $$,it takes the $$ from your Paypal account balance backed by bank fund.

So you should add fund to your Paypal account. 

There is also the Paypal prepaid debit card which is manned by Bankcorp Bank,you can add fund to that card from your Paypal account if they are linked or go to its website  or branch office.
