My account is hacked and money is sent to unauthorized people email. What PayPal is doing?

This happened 2 times. But, PayPal account makes is so hard to see the activities (not able to delect the guy's email), no alert is send to me. I have to call to get rid of the email in my account (who committed fraud)?
How someone login my account to send money to him/her self? My account password is set recently, and I can't imagine someone knows it. Or, paypal API is hacked?
Can PayPal add little simple security, by texting me?

Hmm no idea, have you use remote access app like TeamViewer? Or somehow compromised your login info even after you updated your password? Be sure your notification settings are properly set to send you the alerts although a savvy hacker could have gone in to your acct and turned alerts off and then helped themselves to your money.
