I can't guarantee if WalMart is participating in either of these programs but PayPal does have PayPal Cash Card and PayPal PrePaid MasterCard that you can use to reload or pay with your PayPal account. The Cash Card is only for reloading your PayPal account at CVS, 7-Eleven, or at Rite Aide. While the PrePaid card can be used for adding, withdrawing, or purchasing goods with your PayPal account at any location with a MasterCard, Cirrus , or PULSE Acceptance Mark.
