I have a paypal account with credit balance and want to cancel it.

I am tired of Paypal. The late fee is just not fare: $38!!!

I just want to get ride of this kharma but the problem is that I still have paypal credit balance. I understand that I can cancel the account and make monthly payments until the full debt has been paid.

Please tell me how to proceed.
