3rd Party Alternative to IPN Simulator?

Is there a community based or open sourced tester for the paypal IPN system?

The official one is worthless and broken often, as it is now.

I need to send some tests through the IPN sytems... live payments work but I just dont want to go in blind.

Or... perhaps if anyone knows a paypal alternative for IPN that isn't flakey on the testing side, please post them.
