I would venture to say, "no".
However, if you were sent the debit card out of the blue from PayPal like I was, its likely you already have a bank account linked to your PayPal account so there's no need to link one unless you want optionally to add a back up payment method to the PP MC debit card in case you spend beyond your PayPal Money or balance.
