Why use PayPal Payment Card instead of PayPal Debit Card?

I've got a PayPal Payment Card and a PayPal debit card. The debit card pays 1% cash back on purchases. What incentive do I have to use the PayPal Payment Card? Furthermore, it appears that Payment Card transactions are not subject to federal consumer protection laws as debit cards are. It seems that the Payment Card is only beneficial to PayPal because it gets to collect the merchant processing fees that would otherwise be paid to Visa, Mastercard and AmericanExpress. If I don't get the 1% cash back, I wouldn't use the PayPal debit card at all; I'd just use the debit card provided by my bank.
