PayPal Here card reader not working

I received the card reader a few weeks ago, but have been unable to use it. Everytime I try to charge to a card I get this error message "User is not allowed to perform this action". How can this be corrected? Thanks

It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
